City Releases Contingency Plan in Event of Strike or Lockout by Toronto Workers

Toronto city managers have announced what services will be affected, if a strike or lockout takes place with city workers.

Child care, community centres and garbage pick-up east of Yonge Street would be, as the city’s outdoor workers could go on strike by Friday, February 19th and the city’s indoor workers the next day on Saturday, February 20th with the chance of being locked out by the employer.

The city has put together a disruption plan with a week to go before the deadline.

There is active bargaining with the unions representing indoor and outdoor workers, as the Canadian Union of Public Employees (CUPE) Locals 416 and 79 have been without a contract since the end of 2015. In the latest round of bargaining, salary increases were offered by the city to members of both unions, but it was rejected with their benefits-related request.

The city’s contingency play is designed in an effort to avoid a labour disruption with a resolution still possible. However, officials are now planning for the worst case scenario as a safety measure.

Here is a list of the services that would not be affected:

TTC

Fire services

Toronto Police

Toronto Medics

Toronto Community Housing

Long-term Care homes

Toronto Public Library branches

Winter road maintenance (plowing and salting)

Water and sewage systems
